Way to improve India

Following needs to be done asap to improve India and make it superpower. Once this happens, all indians would be paying their share of taxes with highest level of Govt services to indian public.

Govt Sector Reforms for Govt Schemes & Govt Departments:

1) Govt should open Free/very low cost (e.g. Rs.10 per meal) Food Centers in all urban/rural areas (at least one per pincode) which should offer meals at least once a day for the poor/needy people. It can also be done with the help of temple trusts/NGOs/Nonprofit organizations. People should also be able to give extra food with good quality to these Free Food Centers. For tracking purpose, it can note Aadhar IDs of the beneficiaries.

2) Govt should open Free/very low cost (e.g. Rs.10 per readymade cloth) Clothes Centers in all urban/rural areas (at least one per pincode) which should offer clothes to poor/needy men/women/children. It can also be done with the help of temple trusts/NGOs/Nonprofit organizations. People should also be able to give used clothes with good quality to these Free Clothes Centers. For tracking purpose, it can note Aadhar IDs of the beneficiaries.

3) Govt provided/sponsored Free/very low cost (e.g. Rs.10 per consultation) Medical Centers in all urban/rural areas (at least one per pincode). Medical facilities for all children upto 5 years & all senior citizens above 60 years of age to be free. For others, there can be nominal fee.
The medicines however need not be provided free.

4) Govt provided/sponsored Free/very low cost (e.g. Rs.100/month for Primary & Rs.200/month for Secondary class) Primary & Secondary Education upto 10th standard should be available for free for all. At least one Govt school per pincode should be provided. For Govt colleges nominal fees can be levied.

5) The above 4 Govt schemes should have highest priorities amongst all Govt schemes.

6) All Govt schemes details about beneficiaries & financial information should be available online. Provision to report any wrong information/corruption (with anonymity, if required for safety purpose) in any of the scheme anywhere in India. Accordingly strict action to be taken against the responsible contractors/Govt officers.

7) There should be strict monitoring of all the Govt processes so that honest people do not face any trouble/delay and there would be no gain for person offering bribe. All process progress should be made available online. That way nobody would think of giving/taking bribe. This should be applicable for all the Govt departments.

8) All kinds of subsidies to be abolished & direct transfer of money to be done for the beneficiaries based on their Aadhar IDs with proper proof of the purpose for which benefit is given by Govt.

Financial Sector Reforms for Taxation:

1) Abolish all kinds of taxes other than GST, Import duty, Property Registration/Stamp duty, Road tax and Income tax.

2) Implement single GST in India. Reduce rate of GST to 2%, 4%, 6%, 8%, 10% for 5 different slabs.

3) Reduce import duty to 5%, 10%, 15%, 20%, 25% for 5 different slabs.

4) Reduce property registration fees to 0.10% and stamp duty to 0.50% of the guidance value for all kinds of properties anywhere in India.

5) Reduce Road tax to 0.50% of the vehicle value.

6) Reduce income tax as below for individuals/companies:
Nil upto 5 lacs.
10% for above 5 lacs upto 10 lacs.
20% for above 10 lacs upto 20 lacs.
30% for above 20 lacs.
No extra surcharge.
There should be cap of 10 lacs on income tax exemption for agricultural income.

7) Provision for joint filing of income tax for individual with spouse for which all limits to be doubled. (USA already has provision for joint & separate filing of income tax).

8) Allow STCG, STCL, LTCG, LTCL to be set off against each other. Since tax rates are different for these, the tax should be calculated separately (+ve, -ve) & final CG should be arrived at.

Financial Sector Reforms for Cashless Economy:

1) Legal mandate for all registered service providers/sellers/landlords (individuals/organizations/institutions/traders/shops/vendors etc) to accept at least one cashless payment method (credit card/debit card/prepaid card/netbanking/E-wallet/cheque etc) above certain limit e.g.100 Rs. for their services/products/rental property. Less than Rs.100, they may accept cash.

2) Legal mandate for all registered service providers/sellers/landlords for cashless method for all transactions above certain limit e.g. Rs.5,000. Accordingly Customer should be able to give cash only upto this limit (Rs.5,000) to the service providers/sellers/landlords.

3) This legal mandate for cashless method should be applicable for all registered service providers/sellers/landlords e.g registered professionals (doctors, engineers, architects, lawyers, CAs, carpenters, plumbers, electricians, actors, mechanics etc) medical centers, educational institutions, toll booths, shopkeepers, vendors, government/public/private organizations, religious institutions, NGOs, auto/taxi/cab drivers, any service providers, rental property providers, manufacturers, importers, exporters, agents, traders, retailers, wholesellers, distributors, freelancers, repair service providers, hotels, restaurants etc.

4) Legal mandate for all registered service providers/sellers/landlords to file income tax return even though their income could be less than the minimum taxable income.

5) Provision to report the cases (with anonymity, if required for safety purpose) where any service provider/seller/landlord denies accepting cashless payment from customer above minimum limit of Rs.100. Strict action to be taken against such service providers/sellers/landlords.

6) Legal mandate for no extra charges for cashless method in comparison with cash mode of payment (USA already has law that the payment amount remains same, independent of mode of payment i.e. no one can charge extra for any mode of payment).

7) Legal mandate for free SMS & email alerts for all cashless transactions.

8) Low cost (e.g. Rs.1000) POS machines to be available for anyone by doing bulk/mass manufacturing in India.

9) Maximum denomination to be 500 Rs note. Any higher denomination to be banned as there would be no need for it since larger transactions are to be made in cashless mode only.

10) All bank accounts/E-wallets to be linked to Aadhar ID for individuals and PAN ID for companies.

11) Provision to transfer from any E-wallet to any other E-wallet (e.g. Paytm Ewallet to Freecharge Ewallet or Mobikwik E-wallet to Oxygen E-wallet).

12) India's alternative to Visa/MasterCard/Amex for Debit/Credit card i.e. Rupay to have very less charges (e.g. 0.1% subject to maximum Rs.100) for merchants.

13) Reduce funds transfer charges for below kind of transactions:
a] One bank a/c to other bank a/c (NEFT/RTGS/IMPS)
b] One site E-wallet to other site E-wallet (e.g. Paytm E-wallet to Freecharge E-wallet)
c] E-wallet to any bank account
d] Bank account to any E-wallet

Upto 10,000.00                      - Rs.1

50,000.01 to 1,00,000.00      - Rs.4
1,00,000.01 to 2,00,000.00   - Rs.6
2,00,000.01 to 5,00,000.00   - Rs.10

Employment Reforms for Salary Structure:

1) India needs to have performance based salary for Govt employees like the Corporate sector.
The fixed salary % should be 10% to 75% based on the post. Higher the post, more the variable (performance linked) pay. So lowest level Govt employees should have 90% fixed & 10% variable pay. Highest level Govt employee should have 25% fixed & 75% variable pay. Other employees should have different variable % pay based on the post.
The variable component of the salary should be performance linked based on the appraisal of the individual.

2) Minimum salary should be as below:
a] In cities (above 1 lac population):
Rs.10,000 per month or Rs.500 per day
b] In rural areas (below 1 lac population):
Rs.7,000 per month or Rs.350 per day

3) Maximum salary for any employee of a company should be capped to the lower value of :
a] 20 times of the minimum salary in that company and 
b] 10 times of the average salary of the employees of that company.
Salaries of cleaners and security personnel can be kept out of the above calculation for maximum salary.

Education Sector Reforms:

1) All the private schools/colleges should be graded as A, B, C, D, E. The school fees should be capped as per the grade.
E.g. Rs.10,000 for E, Rs.20,000 for D, Rs.30,000 for C, Rs.40,000 for B & Rs.50,000 for A grade school.

2) The college fees should be capped as per the grade (A, B, C, D, E) and type of college (e.g. Medical, Engineering, Commerce, Arts, Science, Fashion etc).

Health Sector Reforms:

1) All doctors to appear for exam every 5 years for the renewal of their medical practice license so that they are updated with latest medical advances in their field & qualified enough for better services to the patient.

2) Govt to develop a website (similar to but better than http://www.medguideindia.com) for finding equivalent brand names for a given generic/brand name. It should have price sorting and price/brand filtering features.
It should be mandatory of all the registered medicines to be listed in it.

3) Maximum price of any brand medicine should be capped to the lower value of:
a] 10 times of the minimum price of the medicine and 
b] 5 times of the average price
 amongst all manufacturers.
Any exception to this (e.g. if a brand medicine follows hi-tech method of manufacturing for the medicine for better quality) should require special approval by Govt.

4) Maximum profit margin for any manufacturer/distributor/retailer for any medicine to be 100%.

Real Estate Sector Reforms:

1) Property record should have GPS coordinates and should be given unique ID at national level.

2) The property ID should be linked to Aadhar ID of the owner(s) for individuals and PAN ID in case of companies.

3) Parking place to be mandatory for all residential/commercial/industrial units.
E.g. 50-250 sqft per 1000 sqft of area based on the type of unit. Exception cases shall require to pay Parking Tax while purchasing 4 wheeler if they do not have Parking Place.

4) Legal mandate for big Apartment/Commercial/Industrial complexes to have:
a] Rain Water Harvesting,
b] Wet Garbage Recycling (Compost) Unit,
c] Sewage Treatment Plant,
d] Solar Panel Installation.

5) Property registration/tax should be against Aadhar/PAN. Special agency to check for actual rent collection by individuals/companies by going door to door and match it against income tax returns.

6) City/Town master planning should accommodate for sufficient place in each area for commercial purpose with adequate parking.

Transport Sector Reforms:

1) Only one time vehicle registration with uniform road tax all over India. No need to pay road tax again even if state is changed. No need to apply any state permit as all vehicles would have national permit by default.
Central Govt to keep 10%-40% of road tax and remaining 90%-60% should go to the State Govt.
Vehicle registration to be linked to Aadhar ID in case of individual owner(s) and PAN ID in case of companies.

2) Similarly driving license (DL) should be valid all over India. DL holder should be able to change the residential address easily online over the Internet. DL should be linked to Aadhar ID.

3) All the cities above 10 lacs population must be provided with Metro rail services. Feeder bus service to be supplemented. Public should be able to travel from one part of city to another using public transport with sufficient frequency.

4) All the districts of various states and any city with population greater than 1 lac in India should have railway station and it should have two directional tracks.

5) Special car pool & cycle lanes to be made for all the major roads.

6) Govt to create common website for car pooling (with Vehicle Numbers for safety/tracking purpose) for all cities above 1 lac population. A user should be able to put his starting & destination point & timings, for which available car pool options should be displayed. Users can share the expenses based on the distance traveled by them. Like bus stops, the starting/destination points database can be created for maximum coverage & minimum inconvenience to users.

7) Provision to report vehicles (with anonymity, if required for safety purpose) making more air/noise pollution or for over-speeding/rash driving so that those could be seized by traffic police.

8) Make proper roads/bridges all over India.

9) All the speed breakers (humps) should be as per the IRC specifications. The central height of humps should be 10-12 cm. Theirs shape should be a parabola and should have 3.5 metres in width and length the same as the road width.

10) Provision to report potholes/damaged roads, unscientific speed breakers (with anonymity, if required for safety purpose) and accordingly the responsible contractors & Govt officers in roads department should be penalized financially.

11) If any serious injury/death happens due to potholes/damaged road or unscientific speed breaker, the contractor & Govt officers should also be imprisoned.

12) Awareness to be spread at national level to switch off the vehicle at traffic signals, if it going to be off for more than 30 seconds. This will reduce the air pollution & sound/noise pollution as well as save fuel.

13) Trees to be planted on all highways & other major roads, wherever possible.

Judicial Sector Reforms

1) Justice delayed is justice denied. So the number of courts, judges, lawyers, judiciary staff should be increased 5-10 times (e.g. number of judges should be made 10-20 per 1 lac population). This will reduce outstanding/backlog cases drastically. This will also help generate jobs & reduce unemployment. It also would bring justice to more people.

2) Like Govt Schools/Colleges/RTOs, there should be one court in each area (e.g. at least one court for two pin code areas).

3) Judiciary should be considered essential service & should be open throughout 365 days with 2 shifts per day.

4) To improve average case resolution time, there should be SLA timelines defined. The SLA breach should affect variable pay for judges/lawyers/judicial staff with provision for waiver in genuine exception cases/conditions. For SLA breaches, a committee should look into the details & improve upon the process to avoid further such delays. Also a committee to counter the stalling tactics of judges/lawyers/judicial staff/criminals should be implemented.

5) Modernization of courts should be done with implementation of electronic/digital technology.

6) Overhaul of archaic laws should be done. E.g. inefficient labor laws, rental laws excessively favoring tenants, restrictive abortion Law etc need reforms to avoid misuse & improve innocent people's lives.

7) There should be clear guidelines issued to all judges on not accepting flippant/trivial cases which cause wastage of time for judiciary.

Other Reforms

1) Fire crackers should be banned to reduce air/noise pollution & related accidents in all places except in open grounds with special permission from government.

2) Manufacturing/Import/Selling of incandescent/CFL bulbs should be banned and LED bulbs only to be sold.

3) There should be no caste based reservation or any other kind of reservation in any sector.
a] Dr. Babasaheb Ambedkar himself given caste based reservation only for 10 years post which it should have been removed considering upliftment of backward classes.
b] If there are any cases of caste based discrimination, strict action to be taken against that.
c] Reservation results into less qualified or poor quality workforce, causing hurdle to nation's progress, hence it must be abolished.

4) Punishment for corruption for both the parties (person offering corruption money & person taking corruption money) should be vary harsh (imprisonment of 1-10 years and financial penalty equal to the corruption money) so that nobody would dare to do corruption.
If corruption is of Rs.50,000 then total penalty should be Rs.1,00,000 (Rs.50,000 corruption money + Rs.50,000 penalty).
a] If corruption is done for amount upto Rs.10,000 lac, then imprisonment for 1 year.
b] If corruption amount between Rs.10,000 & Rs. 1 lac, then imprisonment for 5 years.
c] If corruption money is more than 1 lac, then imprisonment for 10 years.

5) Legal mandate for Ramps for disabled to be provided at all offices, on all footpaths. Also all public transport vehicles including metro, railways to be made disabled friendly.

6) Inter linking of various rivers at national level to help flood areas & drought areas & to generate hydro power with increase in irrigation.
